Summary: Public policies aimed at social inclusion have become a priority in various contexts,
especially in Brazil between 2003 and 2010. They reflect a national government agenda
that seeks to reduce social inequalities in the country. During this period, tourism was
presented as one of the instruments of socio-economic development capable of
contributing to a more equitable society. One of the key elements of the policy was the
tourist itinerary, which can be broadly characterized as the creation of a sequence of
tourist destinations and attractions, usually associated with a particular theme. The
purpose of the itinerary would be to create a regionally themed tourist area, where
inclusion would become real through the horizontal strengthening of the territory. In this
way, the main objective of the research was to evaluate the spatial dimension of this public
policy, based on verifying the existence of the formation of an inclusive tourist territory
articulated by a tourist route. The justification lies, in a nutshell, in ascertaining the results
of road mapping as a public policy. Given the magnitude of the policy, we chose to work
with the Estrada Real - ER Route. It was designed to be one of the route planning models
proposed by the public policy in question. It covers some 177 cities, stretching some 1,400
km between the states of Minas Gerais, Rio de Janeiro and São Paulo. Given the large
number of territories involved, it is again necessary to increase the scale of analysis. In
methodological terms, we sought to investigate the participation of the city of Paraty-RJ
in the products offered by the IER on its institutional website. In summary, the results
showed that the itinerary proposed by the IER failed to promote territorial integration
among the steakholders.
